General Manager Jonathan Nichols spent twenty-three years at a major ship repair company. He was NSC's very first customer, working with NSC founder Paul Rodriguez back when Rodriguez was running the business out of his mother's garage. In his previous role, Jonathan coordinated temporary labor providers, interviewing and screening tradespeople for skill-match before bringing them on. He spent more than two decades evaluating subcontractors from the buyer's seat.
In 2018, Rodriguez wanted to diversify NSC beyond staffing. A customer had asked for turnkey ship repair work, and Rodriguez's view was that if NSC was going to do it, it had to be done right. He recruited Jonathan and one other person, and CMS was built from there. The company was modeled on what a great subcontractor looks like from the perspective of the customer who hires one.
Eight years on, CMS operates across three states with multiple long-term customers and a balanced mix of new construction and repair contracts. The leadership team brings more than 200 years of combined shipbuilding and repair experience.

Staffing competitors hand off workers and walk away, which gives them a different risk profile and a different level of commitment. Founded in 2018 and headquartered in Portsmouth, Virginia, CMS bids, staffs, manages, and delivers complete work packages across piping, structural, electrical, fabrication, outfitting, and welding. The company operates across three states, with work in Norfolk, Virginia, Mayport Naval Station in Jacksonville, Florida, and new construction in Marinette, Wisconsin.
